Job Description:
OverviewSignificant high-level analytical/operational experience
performing program/project implementation which may have included:
scheduling, cost estimating, constructability studies, dispute
resolution, and claims analysis. Evidence of progressive career
development and demonstrated expertise in construction management,
project management, engineering design or related field.
Experienced in the supervision of mid-sized
groups.Responsibilities
- Provide engineering review, coordination, and oversight of
operations and maintenance, repair, and construction work.
- Oversee and coordinate activities with the trade shops,
including prioritization of work, review of ongoing projects, and
inspection of installed equipment.
- Oversee and coordinate work orders, service orders, and
projects.
- Develop cost estimates, documents, and reports.
- Coordinate energy program and analyze utility costs.
- Provide afterhours engineering services in the event of an
emergency.
- Manage project design and/or construction efforts, to include
schedule, funding, and day-to-day project oversight.
- Manage and evaluate construction contractor performance.
- Integrate and coordinate projects with field personnel.
- Evaluate, validate, and manage project change requests.
- Provide official weekly project status reports.
- Prepare and distribute project communication with customers,
management, integrated project teams, and stakeholders.
- Assist the client's Contracting Officer (CO) and Contracting
Officer's Technical Representative (COTR) with acquisition
planning, execution, and administration.
- Assist the CO and COTR with conducting pre-bid and
pre-construction site visits.
- Provide invoice supporting information to the COTR for
payment.
- Prepare and monitor project schedules and budgets; provide
technical guidance and assistance on contracting and
construction-related issues; direct design efforts; recommend
construction documents for approval; and provide oversight of any
follow-on maintenance programs.
- Optimize performance, cost, and schedule by ensuring project
objectives are achieved on schedule and at the lowest cost
compatible with user requirements.
- Conduct design reviews with the customer.
- Ensure timely input of all data, comments, and documentation
into MAXIMO software project management tool.
- Ensure integration of all systems, including information
technology, telephone, security, electrical, HVAC, and
plumbing.
- Prepare Contractor Performance Report (CPR) upon contract
closeout.Qualifications
- Education / Certifications:
- Bachelor's degree in Civil Engineering.
- Experience:
- Twelve (12) years of experience in civil engineering.
- Five (5) years of specialized experience in the assigned field
(e.g. high voltage power, mechanical systems, fire protection,
construction, etc.).
- Professional Engineer (PE) Registration desired.
- Minimum five (5) years' experience in physical security,
including three (3) years' experience in construction security of
USG or commercial facilities.
- Minimum three (3) years of experience applying classified
requirements.
- Working Environment:
- U.S. citizenship is required.
- Work in an operationally sensitive environment.
- Work outdoors, in confined space, irregular schedule, working
off-shift/rotating schedule, operation of motor vehicles, work in a
noisy environment, work under unusual lighting conditions, work
near sources of ionizing radiation, work near sources of
non-ionizing radiation, headgear or head protection, safety glasses
or eye protection, hearing protection, gloves or hand protection,
safety shoes or protective foot gear.
- Operate standard office equipment, such as a computer, copy
machine, and printer.
- Function in an office environment in a stationary position
approximately 50 percent of the time or more.
- Work well in team environments including demonstrate the
ability to function independently with minimal supervision.
- May be required to successfully complete a thorough medical and
psychological exam, a polygraph interview, and an extensive
background investigation.
- May be required to undergo successful occupational testing to
include an aptitude test, writing test, personality inventory, and
