JOB OVERVIEWJob Description Summary:The Biostatistics Center (BSC) of the Milken Institute School of Public Health is an off-campus research facility of The George Washington University located in Rockville, Maryland. The Biostatistics Center serves as the coordinating center for large scale multi-center clinical trials and epidemiological studies funded by federal agencies including the National Institutes of Health. The Biostatistics Center is a leader in the statistical coordination of major medical research programs of national and international scope. Visit our website at: www.bsc.gwu.edu.The Biostatistics Center Sr. Research Administrator administers all pre-award and post-award activities related to a subset of large and complex sponsored research projects, including proposal preparation, disbursement of funds, and management of administrative and fiscal activities. This position independently handles large and complex proposals, which include a large number of staff and subagreements, and projects that have multiple components. Portfolio typically includes multiple proposals and projects over $1 million per project with 6 or more subrecipient agreements. In-depth knowledge of sponsored research regulations is expected and typically supervises one or more subordinates.Pre-award responsibility:

  • Reviews Requests for Awards/Requests for Proposals (RFA/RFP) for business and budget terms, and interprets impact of terms and adequacy of budget to perform the work. Monitors technical and business proposals to assure compliance with the Biostatistics Center, University, and agency regulations.
  • Writes sections of technical proposals related to subcontractors, subcontract, or clinic agreement management, or Human Subjects Protection.
  • Prepares budgets to meet all RFA and project needs and guidelines; ensures compliance of budget with institutional policies/procedures and sponsor regulations; prepares revised budgets; writes additional budget justifications; reviews budget with PI and refines as necessary.
  • Coordinates time schedule for preparation and submission of proposals; obtains necessary authorizations/signatures from University officials. Submits proposal to agency and follows up on proposal status.
  • Reviews scope of work for initial and annual renewal proposals and determines impact on relevant budgets, Center resources, and administrative needs of Center.
  • Writes budget and business section of RFPs for subrecipients; edits/ensures technical section is clear in terms of scope of work needed by budget year.
  • Performs other work related to pre-award activities, i.e., monitoring IRB renewal dates of both prime and sub-awards and prepares and processes IRB applications in conjunction with PI.Post-award responsibility:
  • Maintains continual contact with principal investigators (PI) to advise on project-related issues. May recommend courses of action to resolve.
  • Monitors and manages sponsored project expenditures and fiscal activities to include preparing financial analyses/projections of expenditures and future budget needs; serves as primary liaison for fiscal and administrative matters.
  • Manages all administrative activities for their sponsored projects including correspondence and communications with sponsors regarding funding, prior approvals, subrecipient budgets, and ensuring daily operating financial needs of projects.
  • Analyzes and synthesizes multiple sources of complex project information including changes in project scope(s) of work; tracks budget history and sponsoring agency intentions.
  • Coordinates review process of bidders and evaluates business portion of bidders' proposals.
  • Supervises subaward coordinators in responding to modification requests to sub agreements requested by subawardees.
  • Ensures compliance with Federal and sponsor regulations and terms of award, and oversees compliance with all institutional policies and guidelines for sponsored projects.
  • Maintains familiarity with federal grant and contract regulations. Ensures all project expenditures are included in fiscal closeouts; establishes and maintains grant files.
  • Enhances professional knowledge and skills by attending conferences, training sessions, workshops/seminars, and reviewing published literature.Minimum Qualifications:Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 5 years of relevant professional experience, or a Master's degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training, and experience.Preferred Qualifications:
