Naval Sea Systems Command (NAVSEA) Headquarters/Washington DCMission: We design, build, deliver and maintain ships, submarines and systems reliably, on-time and on-cost for the United States Navy.Overview: The Naval Sea Systems Command is comprised of command staff, headquarters directorates, affiliated Program Executive Offices (PEOs) and numerous field activities. Together, we engineer, build, buy and maintain ships, submarines and combat systems that meet the Fleet's current and future operational requirements.Today, the NAVSEA organization has 42 activities. NAVSEA strives to be an efficient provider of defense resources for the nation, and it plays an important role in the Navy Enterprise. As a Provider Command, it has the responsibility of directing resource sponsors into the proper mix of manpower and resources to properly equip the Fleet.Functional Area Description:Engineering and Technical Management (ETM): The ETM workforce has a vital role in developing, fielding, and sustaining high-quality, innovative, affordable, supportable, and effective defense systems. The role requires developing and implementing products and services with an integrated technical approach across the total life-cycle. This includes providing the systems, software, and people to satisfy stakeholder needs and expedite transition of technology to the user, as well as early production planning and systematically examining producibility. The ETM workforce has the strategic perspective, technical competence, and critical thinking needed to operate within various product domains and other engineering and technical disciplines.Grade Levels: Candidates may be hired at the GS-07 or 09 grade levels depending on qualifications and education requirements. Full performance level of positions are GS-12 grade levels.Location: Washington Navy Yard, DCWhat is the Naval Acquisition Development Program (NADP)? The NADP is a premier leadership and development program designed to enhance the professional knowledge and capabilities of personnel recruited into the Acquisition Workforce (AWF) for the Department of the Navy (DON). The NADP is managed by the Naval Acquisition Career Center (NACC) in a joint effort with naval commands to fulfill the vacant acquisition workforce positions. The NADP offers an extraordinary opportunity for those who desire to rapidly advance their professional career and feel a sense of pride in supporting the mission of the DON. The NADP supports our talented workforce by providing a challenging environment with opportunities to become certified in a designated functional area, travel for enriching learning experiences, exposure to senior leadership, and upon eligibility pursue a graduate degree if desired.Minimum Requirements:

  • Be registered with the Selective Service (males born after 12/31/59).
  • Meet qualification requirements as set forth by the Office of Personnel Management (OPM) for the Occupational Job Series and grade. In most cases, a bachelor's degree with a minimum 2.95 GPA is required.
  • Be able to obtain and maintain a Secret security clearance. We will assist you with this process.
  • Attain your degree by 30 June in the year of which you are seeking employment.
  • Sign a mobility agreement (processed upon selection).
