Job Description:

The Health Behavior & Society is currently seeking to hire a Director of Services for the SPARC Women's Center in Baltimore, MD. SPARC is a holistic, harm reduction center that provides services through its drop-in Center and mobile services, including traditional harm reduction outreach, mobile medical and legal services, and harm reduction supply delivery in Southwest Baltimore. The Center offers general case management, hosts a number of clinical and service providers (e.g., legal, healthcare, addiction management), and also serves as a communal and drop-in space for women (e.g., showers, lockers, laundry, computers, events, and a community space). SPARC staff are expected to operate within the principles of harm reduction. The Director of Services will interact with a wide range of center staff (e.g., peer outreach workers, health providers, students, JHU faculty), community stakeholders, as well as clients including women engaged in transactional sex, women experiencing homelessness, and women who use drugs. This is a senior position that will be responsible for the development and management of programs, services, and partnerships, as well as supervision of SPARC team members. This position reports to the Project Director.Specific Duties & Responsibilities

  • Supervise 2-4 full-time SPARC staff members, including the Outreach Coordinator and Services Coordinator.
  • Identify funding opportunities for SPARC and research, write, and submit grant proposals.
  • Compile and submit grant reports, and work with department grants analyst to manage spending.
  • Oversee the SPARC Syringe Service Program and Overdose Response Program, including developing and updating protocols, internal and external trainings, program expansion, data management and reporting, community relationships building, and participant counseling.
  • Support staff recruitment, hiring, and scheduling as well as providing mentoring, support and disciplinary actions.
  • Oversee the development of SPARC communications materials to promote programs, clinics, events, and services for distribution to the community, SPARC guests, researchers, and other stakeholders.
  • Lead the writing and development of protocols related to peer involvement in SPARC services, activities, and research projects.
  • Continue the development of the SPARC operations manuals.
  • Lead the development and facilitation of new Center activities, including counseling groups, trainings, community groups, etc.
  • Develop, coordinate, and implement training programs and workshops for SPARC staff.
  • Work with HBS administration to hire contractors, manage payment to vendors, and order supplies and equipment.
  • Plan and coordinate special events and programs.
  • Communicate regularly with faculty and senior staff to provide updates and feedback.Secondary Duties and Responsibilities
    • Engage in outreach activities, including supply delivery, medical outreach, and pop-up events.
    • Provide case management services, as needed.
    • General clerical duties.
    • Assist clients with lockers, showers, laundry etc.
    • Additional responsibilities at the discretion of the Project Director.Special Knowledge, Skills, and Abilities
      • Valid driver's license and ability to drive a large transit van.
      • Ability to lift and carry up to 45 lbs.Minimum Qualifications
        • Bachelor's Degree in related discipline.
        • Five years related experience, including demonstrated supervisory or lead responsibilities.
        • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.Preferred Qualifications
          • Experience in working in diverse environments and familiarity with harm reduction services.
          • Supervision experience.
          • Master's degree in a related field.
