Job Description:
The Project Manager, Community Supports Partnership (CSP) will
be responsible for coordinating and overseeing project planning,
development, and implementation in Baltimore City of the state-wide
Community Supports Partnership project. Following the 18-month
pilot phase, this position's responsibilities and functions will
progress from development and implementation to coordination of all
aspects of the project. The position collaborates with the
Baltimore City Public School Liaison, contracted sub-grantees, and
other stakeholders throughout the State to provide expanded access
to comprehensive behavioral health services for children, from
kindergarten to high school. The position requires strong working
relationships with a wide range of operational partners. The
employee must possess excellent verbal and written communication
skills to communicate effectively with staff, stakeholders, and
regulatory agencies and facilitate meetings in an
interdisciplinary, culturally diverse setting. This position is
funded through a grant from the Maryland Community Health Resource
Commission.
This position reports to the Director, Child & Family, and is a
full time position working in a hybrid work environment in
Baltimore, MD. BHSB will consider for employment qualified
applicants with arrest and conviction records.
Essential Functions
Responsibilities and Functions during the initial 18-Month
Pilot
- In collaboration with project partners, plan for and conduct a
needs assessment and asset mapping ensuring appropriate data are
collected and maintained from the outset of program operation.
- Participate in the statewide community of practice with the
Community Supports Partnership (CSP).
- Develop governance structure, engage, and coordinate with
partners, developing MOUs
- In partnership with BHSB's Policy and Communications
Department, support the development of a community engagement
strategy.
- Prepare project reports, correspondence, and presentations for
local and state partners as needed and present, as necessary.
- Ensure adherence to funding source program deliverables.
- Develop contract deliverables for Community Supports
Partners.
- Oversee project deliverables and budgets for the grant revenue
supporting project implementation.
- Ensure that subgrantees understand and are utilizing
appropriate revenue for reimbursement of service delivery though
fee-for-service when applicable.
- Monitor all aspects of the pilot phase of the project
implementation and provide regular updates on progress to all
stakeholders and funders.
- Partner with BHSB's Special Projects Coordinator for the
procurement and competitive RFP (Request for Proposals) process to
identify a provider(s) for this project's services.
- Develop a proposal for phase 2 of the (Baltimore City)
Coordinated Community Supports Partnership. Ongoing
Responsibilities and Functions
- Provide project management, operationalize the Hub and Spoke
model relating to the Coordinated Community Supports Partnership
Program and ensure complete and timely implementation.
- Hire and supervise the Community Supports Partnership
coordinator.
- Meet and collaborate with the Maryland Consortium on
Coordinated Community Supports to facilitate and implement the
Community Supports Partnership in Baltimore City.
- Facilitate and maintain a Baltimore City steering committee,
advisory council, and a collaborative workgroup of internal and
external stakeholders responsible for project operations
oversight.
- Implement recommendations, Draft reports for, and provide
updates to these groups.
- Collaborate with chairperson(s) on agendas and meeting notes
and tracking the completion of follow-up items.
- Monitor all aspects of the project and provide regular updates
on progress to all stakeholders and funders.
- Monitor budgets for the grant revenue supporting project and
fee for service where applicable.
- Partner with BHSB's Special Projects Coordinator for the
procurement and competitive RFP process to identify a provider(s)
for this project's services.
- Develop quality improvement processes that enhance the
development of the Community Supports Partnership and promote the
role of behavioral health services within the Baltimore City Public
School System, youth-serving providers, and various other
stakeholders.
- In partnership with BHSB's Policy and Communications
Department, support the development of a community engagement
strategy.
- Research policy issues and write memoranda, fact sheets,
reports, letters, and articles as needed.
- Prepare project reports, correspondence, and presentations for
local and state partners as needed and present, as necessary.
- Establish and maintain relationships with Baltimore City Public
School System, providers, and community stakeholders to expand
referral sources and collaborate closely with primary referral
sources to ensure easy access for the intended population and
efficient referral process workflow.
- Provide continuous oversight of the Community Supports
Partnership's performance to maximize objectives and
resources.
- Serve as the primary point of contact between BHSB, Baltimore
City Public School System, providers, and community stakeholders
regarding the Community Supports Partnership.
- Attend meetings and represent BHSB at community, city, and
service provider events, as necessary. Attend internal BHSB
meetings.
- Prioritize tasks and responsibilities, and complete duties in
the allotted time.
- Work independently in an area of innovation without precedent.
Must display appropriate independent judgment to determine an
appropriate course of action in resolving problems and implementing
project goals and deliverables.
- In collaboration with BHSB data team, ensure all providers
participate in required project data collection and reporting.
- Contract Management
- Oversee programmatic contracts assigned to the Community
Supports Partnership through direct and staff involvement in:
- New contract development
- Development and approval of budgets and budget
modifications
- Development of deliverables
- Monitor contract performance and quality improvement
- Initiate and manage a timely contract renewal process
- Monitor adherence to funding source deliverables. Other
- Work effectively and collaboratively with others, both
internally and externally to BHSB.
- Uphold and operationalize the values of BHSB, which are

- Consistently work to apply a lens of equity, inclusion and

- Serve as part of BHSB's disaster response team as needed, in
any capacity that is needed.
- To perform assigned work functions, this position and those it
supervises may have access to protected health information (PHI).
It is expected that the employee will operate from a place of

and confidentiality of all PHI in accordance with BHSB's
policies.

and CPS history, which will require prior authorization from the
candidate.
- Perform other duties as assigned. Education and Experience
- Possession of Master's Degree in social work,
counseling/psychology, human services, public health, public
administration, or allied health field and
- Five years of administrative or project management experience
in behavioral health or a related field
- Maryland State Licensure in social work or counseling preferred
but not required
- Demonstrated knowledge of behavioral health services including
rehabilitative and clinical services and how services are delivered
within the Public Behavioral Health System.
- Demonstrate knowledge of the school system and youth serving
organizations.
- Demonstrated knowledge of regulations, legislation, emerging
trends, measures of quality and evidence-based/informed practices
within behavioral health services specific to youth and
families
- Knowledge of the system of publicly financed behavioral health
services.
- Substantial knowledge of Baltimore City's Behavioral Health
System preferred.
- Demonstrate cultural competence and a commitment to
equity.
- Demonstrate proficiency in program administration, design, and
management; including program governance, fiscal management,
service delivery, data collection and reporting, and
communications
- Ability to manage a comprehensive service array of mental
health and substance use disorder services and develop effective
channels of communication that foster confidence and cooperation
with a variety of stakeholders
- Ability to analyze service delivery and system-level
challenges, generate and evaluate creative interventions, formulate
recommendations, and institute effective solutions
- Proven record of accomplishment of demonstrating sound
independent judgment to determine appropriate course of action in
resolving problems and implementing project goal
- Experience using data to inform program and system management.
Ability to work effectively with community organizations, community
leaders, service providers, consumers (youth and adults) and their
family members and other stakeholders.
- Ability to develop and lead collaborative teams. Experience
recruiting, managing, and developing a formidable team.
- This individual will serve as a coach to motivate and mentor
team members.
- Ability to work effectively and collaboratively with others,
both internally and externally.
- Must express self adequately in written and oral communication
and communicate effectively in an interdisciplinary, culturally
diverse setting with staff, stakeholders, and regulatory
agencies.

Supervisory Requirements: This position supervises one
position.
This role may require travel to other locations for meetings and
other business-related needs. Ability to travel locally 50% of the
time is required. It is important to have access to some form of
transportation to travel to off-site meetings, conferences, and
site visits.

increase. The starting hourly/ annualized salary rate for this
position is $77,403.

and Vision coverage, as well as a choice of 4 FSA plans and an

insurance, short-term and long-term disability as well as a 403(b)
plan with employer contribution, generous PTO and 13 days paid

card to cover eligible deductible and copay expenses, depending on
