Job Description BAE Systems is seeking an experienced Program
Manager to oversee a contract supporting our federal customer who
plays a key role in providing direct systems engineering and
cybersecurity support to specific Government-sponsored projects.
The PM leads a team of 130+ staff responsible for system
engineering, architecture, cybersecurity engineering, testing, and
release management in a dynamic customer environment. Program
responsibilities include effective oversight of all contract
activities, successful delivery of program artifacts, achievement
of financial goals, and establishment of strong relationships
across the organization. The PM is a Key position on the contract,
provides strategic guidance to the program team, and interfaces
with senior corporate and customer personnel. The PM will also
support business development and capture organizations to identify
and pursue new opportunities within the customer space. The
specific tasks areas supported on this contract include: contract
task management, solution planning and engineering, requirements
definition and analysis, target architecture, interoperability and
integration, system testing, verification and validation, and
modeling (digital engineering), studies and analysis, and project
risk management in support of current and emerging cybersecurity
capabilities, policies, and processes to reduce cybersecurity risk
of our customer networks.The ideal Program Manager should possess
strong leadership skills, a strategic and adaptable approach needed
in a dynamic and fast-paced environment, and the ability to manage
and inspire teams to deliver results. A quality candidate should
also have a strong understanding of Scaled Agile Framework (SAFe)
concepts and embrace the concept of servant leadership and being a
change agent, as part of a larger team.The Program Manager will be
the responsible for:
- Overall program leadership and execution; organizing all
services pertaining to this contract
- Oversight of all technical and operational functions -
planning, organizing, and managing resources to complete all
contract taskings and deliverables
- Planning and directing multi-disciplinary teams across multiple
task areas
- Managing and deploying project resources
- Overall financial and execution success of the program
- Coordinating program management reviews with government and
corporate leadership to discuss contract performance and issue
resolution
- Fulfilling the task management deliverables within the contract
SOW;
- Coordinating with other task leads to ensure specific
deliverables are being completed within the agreed timelines and
communicating any discovered risks and mitigation plans with the
Government.The PM requires an active TS/SCI security
clearance.Required Education, Experience, & Skills
- BS degree in Systems Engineering, Cybersecurity or related
field
- 10+ years Program Management experience or in other managerial
positions
- Current Project Management Professional certification
(PMP)
- Current ITIL and INCOSE certification or relevant
education
- Excellent problem solving, leadership, and interpersonal
skills
- Excellent written and verbal communications skills
- Excellent knowledge of performance evaluation and change
management principles
- Experience providing technical and strategic direction to
program team
- Demonstrated experience managing, staffing and successfully
executing a large IT/Cyber program (100+ FTE) for the federal
government
- Understanding and experience with federal contracting
- Active TS/SCI security clearancePreferred Education,
Experience, & Skills
- MS degree in Systems Engineering, Cybersecurity, or related
field
- SAFe Agile certification and experience working in a SAFe
environment
- Digital Engineering / Model-Based System Engineering (MBSE)
familiarity
- Experience with Digital Transformation a plus
- PM experience with large programs ($40M/annually)
- Experience managing large multi-contractor teams (100+
staff)
- Familiarity with DHS organization and programs
- Active DHS EODPay InformationFull-Time Salary Range: $140690 -
$239140Please note: This range is based on our market pay
structures. However, individual salaries are determined by a
variety of factors including, but not limited to: business
considerations, local market conditions, and internal equity, as
well as candidate qualifications, such as skills, education, and
