Job Description:
OBJECTIVE: Payroll: The Payroll and Human Resources Manager
manages the bi-weekly payroll for 190+ hourly and salaried staff
using ADP's WorkForce Now. The incumbent performs other payroll
related functions including processing time and labor records,
compiling bi-weekly and monthly payroll reconciliations and
statistics, managing data for the 403(b)-retirement program,
maintaining payroll records, managing employee records, processing
voluntary and involuntary payroll and benefit deductions,
processing court ordered tax levies, child support, and other
garnishments. Human Resources: The Payroll and Human Resources
Manager assists the Chief Human Resources Officer (Chief HRO) &
collaborates with the HR Generalist with managing human resources
programs. The incumbent will manage recruitment, orientation, and
onboarding for part-time employees; manage e-learning experiences
for all employees; administer health, wellness, and total rewards
programs, including enrollment changes and vendor payments. The
Payroll and Human Resources Manager greets visitors and serves as
first responder for general HR questions and requests. ESSENTIAL
JOB FUNCTIONS AND DUTIES: Administer bi-weekly payroll for all
employee types within HRIS Calculate and input all personnel
changes including pre- and post-tax deduction changes, overtime
pay, shift pay and retro pay adjustments in a timely manner.
Implement payroll related controls using knowledge of ACA laws and
reporting requirements for large employers. Compile payroll data
such as 403(b) deductions and reports, garnishments, paid time off
(PTO), excess leave balances, and health and welfare program
premiums. Produce weekly, monthly, and quarterly payroll and
reconciliation reports using the HRIS. Monitor internal controls to
ensure that payroll and employee records are secure and
confidential. Respond to requests for payroll and human resource
information with clarity and accuracy. Resolve queries and
discrepancies promptly. Distribute pay statements and prepare
emergency checks as required by company policy and local law.
Administer Benefits/Health & Wellness Programs Coordinate open
enrollment program and health and welfare enrollment changes.
Manage health and welfare enrollment forms and termination
notifications to insurance vendors. Assist the Chief HRO with
reviewing and negotiating proposals regarding benefit plans and
employer/employee cost sharing. Receive, analyze, reconcile, and
prepare benefit invoices for payment. Compliance Regularly reports
on a monthly basis, to DOL payroll information through the CES
(Current Employment Statistics) program. Pulls raw data for EEOC
Annual Reporting Management of Leave programs Works with employees
to determine eligibility & availability of leave programs. Works
with employees to draft calendar of time frame needed, leave usage,
and any enrolled benefits impacted. Assists the employee & their
supervisor on temporary reassignment of duties. Manage the Total
Rewards Program to include compensation, employee recognition
programs, and the performance evaluation program. Assist the Chief
HRO with the annual compensation analysis. Provide access, conduct
TPC Connects platform training, and ensure all sections within the
platform are functioning properly. Provide access and conduct HRIS
Performance Review module training for all employees, assign
applicable performance reviews to all employees, and compile
necessary reports for Chief HRO for assessment. Manage the HRIS
system Ensure all modules are functioning properly. Conduct
training for all users based on their roles. Ensure all
personnel/payroll/benefit information is kept up to date. Point of
contact for employees on all HRIS queries. Provides administrative
support for year-end reconciliation audits and reports. ACA
Reporting - Forms 1094C and 1095C Annual 5500 Testing for Health
and Welfare Programs Management of TPC shared personnel information
Maintains Organizational Chart Maintains TPC Facebook Directory
Collaborates with HR Generalist on HR processes Assist the Chief
HRO with mentoring the human resources department intern. Perform
additional duties as assigned by the Chief HRO QUALIFICATIONS:
Minimum of 3 years of solid work experience processing payroll
using ADP programs (WorkForce Now, Time and Labor Management, Human
Resource Information System, Tax Compliance). Knowledge of Federal
and DC payroll and employment law. Maintains knowledge of trends,
best practices, regulatory changes, and new technologies in human
resources, multi-state, and local payroll practices. Proficiency
with Microsoft Office 365 (Teams, Outlook, Word, and Excel).
Excellent customer service, organization, and time management
skills. Strong communication skills, both written and verbal, to
various audiences. Strong interpersonal skills. Ability to work
independently as well as with a team. Proven ability to work under
very strict deadlines, and with highly detailed and confidential
data. Ability to multi-task and pivot in a demanding environment.
Preference given to candidates with prior HR experience. The
